Bringing back the home buyer tax credit?

This past Sunday, Shaun Donovan, secretary of Housing and Urban Development, dodged a targeted question on CNN about the possibility of the Obama administration re-introducing tax credits to boost home sales.

"I think it’s too early to say after one month of numbers whether the tax credit will be revived or not. All I can tell you is that we are watching very carefully. I talked earlier about new tools that we will be launching in the coming weeks and we are going to be focused like a laser on where the housing market is moving going forward. And we’re going to do everything we can to make sure that this market stabilizes and recovers." - Shaun Donovan HUD Secretary, CNN Quote

The credits significantly bumped up home sales last fall and spring. They’ve also been responsible for one of the sharpest month to month home sales declines in history.

I'm not an expert, but shouldn't we be asking why anyone would even think about bringing back the tax credit at this time? Estimates on the tax credit’s final cost are $30 billion.
